Meh... Not really. 
His just marketing the thought of the stupid since unfortunatelly the US sytem seem to be popping out at incredible rates, but it's pretty much the same in all countries with an education system wich you have to pay for with almost no help from the government/state at all. 

Like that's fucked up! 
Okay I had free education for 11 years in Romania, in Italy meh.. you have to pay and it's actually pretty shitty too...
I've basically did in the Italian highschool what I've already did in Romanian middle school [That's fucked up too]. 

However turning back to the point, what he's promising 99% of the times are things that he can not actually maintain bcause it would be against the human rights, against the constitution and would break hundreds of agreements with other nations agrrements that you'll have to pay fines to those countries for not mainting. 
So yeah... he'sjust loking for some easy muneyz while doing almost nothing, he can't do amost anything.
