It is a smug + cursed image meme, anyone in Springfield seeing a cursed image of Milhouse, drawing one or forming a shape that looks like it, a split second later no matter what, will automatically force that victim to stop, look at the camera, and his or her current mood turns into a creepy Homer smug face. As if breaking the fourth wall in an attempt to make the viewers go smug too.

I didn't find this funny to suit my taste, but rather creeped out, so by order of my Empress, I have no choice but to suppress this one down.
