I think you're referring to the userbar. It doesn't really do anything other than look nice, it also displays one of the user groups you're. You can find all of these groups by clicking on this sentence. Most groups require you to apply for them, or require someone to invite you to it before you can join. However, the music group and the lazies group can be joined without having to apply.

Once you have joined a group, you can change the way your userbar looks by going to the bottom of the groups page I linked you.

Oh thanks! What perms do you need to make your own group? I'll probably make one after I've been on the site for a while.

You need to be level 10 through a combination of posts and thread OPS (threads on your postbit)

Tbh ranks doesn't mean much to me. It used to but I personally think it's for the better. You get respect for talking to others not by your post count or Waifu Rank. Then again my ass was here since day one and ive only got like 500 posts or so. Tf am I doing.
