Hold on. You mean something sad, right? Something that'll give you depression?

not exactly  like anything super bad blood gore, death depresion to the max so so so so bad I guess

media is subjective. how one feels about any piece of media, anime/manga included, varies from person to person.
while this isn't an anime, I've heard that "a serbian film" is pretty fucked up. you could also try watching snuff films (videos of actual murders, those are actually illegal in the US afaik).
I can't say I'm into whatever you're describing, unfortunately, nor have I seen anything that I think would fit the bill.

Have you tried "Higurashi no Naku Koro ni"? It won't make you suicidal but it's pretty gorey the second season is better though

Manga Homunculus?
There's also Berserk. Nowhere near to "illegal" but nicely dark.

corpse party?

I found corpse party far more distrurbing rather than depressing. Excellent anime though, in my opinion.

I'd say the connotations of Psycho-Pass (though made more explicit as the series progresses) are pretty dark. The same can be said for the graphic nature of criminal executions in the series; which may result in a more ethical, instantaneous death, for all I know, but are gruesome nonetheless. It's a very good series to marathon (it's frankly unavoidable given its addictive nature.) This is, of course, taking your "so dark it should be illegal" statement to be melodrama.
Death Note and the likes are very rarely grim, due to their shounen demographic, in which the term `dark' is essentially a euphemism for appealing to Chuunis.
If you weren't being melodramatic however, I could only suggest watching IS videos through a cartoonify filter (this is a terrible idea, you'll probably just end up broken and on a watchlist.)

One, if you want to find something so dark it'd be considered illegal, anime is clearly not the field to look for these things on. The Japan is heavily pro-censorship, with the occassional 'gems' popping up relatively rarely and still usually heavily censored. I'd recommend the still format - so manga - for the truly graphic content, since there's no real restrictions in these to my knowledge.

That said, Corpse Party, Another or Pupa seem to be rather graphically heavy in gorey aspects, though censored all the same. Higurashi no Naku Koro ni is a fantastic display of a dark, mysterious story told well, if only in the first season; and Gakkou Gurashi, the newest installment of such a factor, despite being visually candy does offer a fairly dark plot twist which makes it worth a watch. If not for the melodramatic ending, Madoka Magica could also be spoken of as 'dark' having some fairly original graphics and a mature take on the 'magical girl' trope.

tl;dr - anime is not a very dark or gorey medium due to japanese laws, so I'd suggest switching to a different medium if you're looking for those 'unholy grails' such as 3guys1hammer. Despite that, some titles might interest you.

Mono's got it.

It might not seem so at first, but just keep watching. It'll dawn on you after a while. Don't blame us when you're DEVASTATED.

Can't really think of any anime that fit better than Darker than Black.

This show is impossibly dark. If you asked how much more black it would be, it would be none. None more black.
