Domain, Hosting, and software you're going to be using are probably your main concerns, the url has to be relatively short because long domains are annoying, you'll need to get a host that allows the upload of pornographic things as well as a host capable of withstanding ddos (would probably help). Then you'll need someone to make skins for the software you're using to host and display the images, someone to code in new features and then you're going to need a lot of excess cash to spend on seo and advertisement. Then you'll need to think about how you're going to MAKE money from your site whether that be with a premium selection, advertisements etc. You're also going to need a system for people / content creators to upload their hentai.
