Might be good (yet time consuming) to moderate pics before allowing them to be uploaded, like booru sites. Those uploading that garbage could probably do it again.

how are you going to prevent the same from happening while you run it thus you being accountable? Also, since when can you be held accountable for people mis-using your websites? wouldn't imgur and the like be destroyed by trolls by now?

oh damn that sucks. I wonder what imgur does to prevent being liable for content like that. Iirc as long as you report that stuff to the authorities when you notice it and remove it you can't be liable.
